Daniel Rutkowski

An economist and healthcare manager with many years of experience in public healthcare institutions.

He has been professionally involved in the healthcare system since the beginning of his career. From 2001 to 2006, he worked at the Mazovia Regional Health Fund, and then, starting in 2006, at the National Health Fund. At the NFZ headquarters, as Deputy Director of the Department of Health Care Services (since July 2015), he was responsible for key areas related to the organization and financing of health care services.

From 2023 to 2024, he served as Deputy President of the Agency for Health Technology Assessment and Tariff System, and since March 28, 2024, he has led the Agency’s work as President.

As a healthcare manager, he participated in the work of numerous teams responsible for initiating and implementing organizational and regulatory solutions in the healthcare system, including, among others, the implementation of the Homogeneous Patient Groups (HPG) system and the Basic Hospital Healthcare Services Security System.

From 2016 to 2022, he was a member of the Tariff Council, operating under the President of AOTMiT, which serves in an advisory capacity.
He holds a degree in economics and has completed postgraduate studies in healthcare management, statistical analysis, and data mining in business, as well as in European Union predictive and structural programs.

He was awarded the Minister of Health’s Medal of Honor for his contributions to healthcare.

Pharmacist, Doctor of Medical Sciences, public administration manager, and expert in public health, regulation, quality, and the management of public institutions.

He has many years of experience in the healthcare sector, government administration, public oversight, and the management of complex organizations. In his work, he combines scientific, regulatory, and managerial perspectives, with a particular focus on the quality of decision-making processes, risk assessment, the effectiveness of public actions, and the implementation of solutions based on data and scientific evidence.

From 2021 to 2022, he served as the Mazovian Provincial Sanitary Inspector and Director of the Provincial Sanitary and Epidemiological Station in Warsaw, overseeing the operations of one of the largest sanitary inspection agencies in the country. Previously, he worked at the Chief Sanitary Inspectorate, where he held managerial positions related to, among other things, food and nutrition safety, health-promoting foods, dietary supplements, risk analysis, and cooperation with national and European institutions.

From 2023 to 2025, he served as Chief Inspector of Commercial Quality of Agri-Food Products. He headed the central government agency responsible for the commercial quality of food, oversight of the agri-food market, official inspections, and combating unfair market practices.

He has experience in managing public and digital projects, including those funded by European funds.

He is the author of scientific publications in the fields of medical sciences, public health, pharmacology, and physiology. He has academic and teaching experience, including research work, student education, and participation in projects related to the development of professional competencies in healthcare and public administration.

He holds a master’s degree in pharmacy, a Ph.D. in medical sciences, and completed a two-year Executive MBA in healthcare at the Medical University of Warsaw (WUM) and the Warsaw School of Economics (SGH). He has also served in expert and advisory roles in the areas of higher education, educational quality, accreditation, and strategic management.
