Support for the implementation of the eleventh revision of the International Classification of Diseases and Health Problems (ICD-11) in the Polish healthcare system (stage II of work)
Project objective
The Agency for Health Technology Assessment and Tariff System, acting jointly with the Leader – the Ministry of Health – and other partners: the e-Health Center (CeZ), the Center for Postgraduate Medical Education (CMKP), and the Central Statistical Office (GUS), is implementing a project to introduce the eleventh revision of the International Classification of Diseases for mortality and morbidity statistics (ICD-11) developed by the World Health Organization (WHO).
The aim of project No. FERS.04.15-IP.07-0004/24, implemented under the European Funds for Social Development 2021-2027 (FERS) program, is to support the implementation of ICD-11 into the healthcare system in Poland.
The Agency’s task includes the development of sets of ICD-11 codes, which should be included in amendments to specific legal regulations of the Minister of Health and the President of the National Health Fund (NFZ) concerning guaranteed services.
Other project tasks:
- Raising the level of knowledge about ICD-11 and the level of skills in its application (implementation: CMKP and CeZ);
- Inclusion of ICD-11 codes in death reporting (implementation: GUS, CeZ, MZ);
- Optimization of the quality of the Polish version of the ICD-11 classification (implementation: CMKP)
- Updating, adapting, and making available within the Polish versions of WHO IT tools the Polish electronic version of ICD-11 made available by WHO (implementation: CeZ).
Target groups:
- Representatives of medical professions who use ICD-10 and are preparing to use ICD-11 (including doctors, nurses, midwives, paramedics, and medical students).
- Representatives of non-medical professions currently using ICD-10 (including coders, persons responsible for national and international reporting, persons involved in epidemiological analyses, health service accounting, lawyers responsible for legal regulations concerning guaranteed services).
Main results of the project:
1. At least 2,450 people trained as a result of training courses and workshops leading to increased knowledge and skills in using ICD-11.
2. A set of e-learning courses and teaching materials developed and made available online, enabling self-study combined with testing of the level of acquired knowledge.
3. A set of ICD-11 codes for use in amendments to specific legal acts concerning guaranteed benefits;
4. ICD-11 codes included in death reporting;
5. A Polish-language version of ICD-11, optimized in terms of quality, made available and updated online;
6. a concept for overseeing updates to the Polish versions of subsequent updated versions of ICD-11 and disseminating knowledge about it.
