Ladies and Gentlemen,

We present to you the strategy of the Agency for Health Technology Assessment and Tariff System for the years 2026-2028. “The power of evidence shapes the future” – this is the slogan that defines our strategy.

The strategy was developed on the basis of a comprehensive analysis of the environment, resources, and challenges facing the Agency. The development plan, adopted and created jointly with the Agency’s employees, is a response to the growing challenges and dynamic changes taking place in the healthcare system, both at the national level and within the European Community, as well as to the systematic expansion of the Agency’s tasks.

The guiding principle of the strategy is the continuous development of a transparent, independent, and modern institution. We are and want to continue to be a reliable and trustworthy partner for those who make decisions about the system, those who organize it, and above all, those who use it.

The strategy defines the Agency’s Vision and Mission. It is based on five main, interrelated pillars:

  1. Independent authority in the assessment of medical technologies and pricing
    – strengthening the substantive role of the Agency as an impartial source of knowledge and analysis, based on transparent procedures and the highest ethical and scientific standards.
  2. Operational excellence and efficiency
    – improving processes, modernizing work organization, digitizing and automating tasks to enable faster and more effective delivery of high-quality recommendations and assessments.
  3. Innovation and development
    – implementing modern assessment methods, using new technologies for data collection and processing, creating proprietary methodologies, and developing tools to support analysis and decision-making.
  4. Responsibility and participation in the healthcare system
    – actively co-creating health policy in Poland and Europe, openness to dialogue with stakeholders, transparency, and building lasting partnerships based on trust.
  5. Organizational culture and human capital development
    – investing in people, their skills, commitment, and cooperation to make the Agency an inspiring, friendly, and modern workplace where the best solutions for patients are developed.

The implementation of the strategy’s objectives will mean further development of the Agency’s expert potential, modernization of analytical tools, streamlining of internal processes, and development of international cooperation. All this is aimed at creating greater value for the Agency’s partners: experts, representatives of the medical world, patient organizations, local governments, and public institutions, jointly shaping a modern healthcare system that is resilient to challenges.

We have many years of responsible work ahead of us—full of challenges, but also opportunities for further development.
