Involvement of patients and experts in the European HTA process

The Agency would like to remind you that patients and experts from Poland can participate in the European health technology assessment (HTA) process.

When joint scientific consultations (JSC) or joint clinical assessments (JCA) are announced, the HTA Secretariat operating at the European Commission identifies individual experts through:

  • contact with the EMA (European Medicines Agency),
  • members of the HTA Stakeholder Network,
  • European Reference Networks,
  • Orphanet,
  • the National Contact Point for Clinical Trials.

If no suitable experts are found, the Secretariat expands its search to available databases and expert directories and cooperates with the HTA Coordination Group, its subgroups, and relevant European and international agencies and organizations.

Rules for expert participation

To participate in joint scientific consultations or joint clinical assessments, please send your application to the HTA Secretariat.

The expert/patient is then asked to submit their CV and complete a declaration of no conflict of interest (available on the IT platform – the invitation is sent by the HTA Secretariat).

The declarations are evaluated and the selection of experts for specific topics is made in the JCA and JSC subgroups. As a rule, experts without conflicts of interest are invited to participate, but in exceptional situations (e.g., rare diseases), an expert with a conflict may be admitted.

Cooperation

Those qualified for cooperation receive an invitation to contact the BCCH – Brussels Centre for Collaboration in Health, which is responsible for:

  • signing a confidentiality agreement,
  • signing a cooperation agreement (including remuneration rules),
  • providing administrative and procedural support.
